Need help answering RSA question

Question is “On closer inspection of the customer’s ID, you notice that the photo has been tampered with. It looks like a new photo has been glued on top of the old photo.

The patron does not have a secondary form of ID available.

What action must you take if you are presented with a falsified proof of age document?”

I answered with:
Deny service, confiscate the fake id and report to the police.

But that was apparently wrong, and the assessor’s feedback was: Please read the feedback carefully. There are conditions when confiscating ID. I still don’t understand what I did wrong.
