Open container

My husband and I went to see a show today at a stadium, we got drinks and when I asked if it was possible if I could get a plastic lid for my cup he said it was against the law. Is this true for all public spaces or was this just because I was in a stadium? I swear I’d never heard of this but I’ve also never had to ask for a lid before. Just curious why it’s a thing!
