Anyone know if crystallization around where the cap twists off is normal with sweet liquors?

Forgive the stupid question but I don’t remember this ever happening before. Bought a new bottle of a flavored vodka and when I was taking off the cap it looks like dried sugar on the part where it twists off (crunched a bit). The seal was fully in tact, I checked and heard it crack. Never seen this before though, think it’s still safe to consume? Didn’t look compromised in any way but not sure how that could occur. Maybe another bottle spilled on it while it was in the store?
