Purchasing alcohol with foreign passport in CA

If I’m reading this right from the Alcoholic Beverage Control website, Does this mean that a foreign passport is in fact an acceptable form of ID when purchasing alcohol?

But does this also mean that a company can choose to not sell you alcohol with this form of identification if their alcohol purchase policy says so?
