Is kissing drunk okay when you’re less drunk than the other person?

If two people are thinking of hooking up, or even just kissing, is it wrong if one of them is more drunk than the other? Like if they’re both drunk but you’re not sure how drunk the other person is, is it still okay to kiss them? Or does it not matter because you’re both drunk? What if you think the other person is okay with it because they’re just too intoxicated to think about it, and then you find out the next day that they didn’t even remember? Does that mean you took advantage of them?
