Why do alcohol percentages confuse people?

It seems like some people understand a “percent” of alcohol as an absolute. I have met more than one person who think a 75cl bottle of 13.5% wine has three standard drinks, because it has thrice the alcohol of a 33cl can of 4.5% beer, that has one standard drink, when it really has almost 7 times the alcohol.
