Is alcohol overrated or did i just not drink enough?

i had a small glass with barcadi and some bailey on the side, but i did not feel it. The only thing i felt was dizziness. This might of been caused by the fact i drank water in between, but that’s because i literally can’t drink it. That leads me to my next question how can i drink to actually get a little bit drunk?
