Alcohol availability/legally sold question

I happened to watch a video on YouTube about celebrity liquor brands and this later sent me down a celebrity liquor rabbit hole. I was looking at mainly musician related liquors and remembered Willie Nelson had Willie’s Remedy. Well I didn’t know it was alcohol free but rather THC infused. I was look and saw it’s not legal in VA. Ok this one is easy to figure out because it’s THC infused.

I then came across George Strait’s Codigo 1530 tequila. I looked up the price and the cheapest I saw was around $100 a bottle. I know nothing about liquor prices so I kept looking. I ended up going to the Codigo web site and you have to put your address in to see if you can buy it. I did and was told it’s not available. After doing more looking on their site it turns out it’s not available in VA either. Is there a legal reason for this or a distribution issue. If it’s a legal issue, why?

After trying the Metallica Blackend Whiskey which I wasn’t a big fan of the Codigo one of a very short list of celebrity liquors I wouldn’t mind trying.
