What’s this on the neck of my liqueur bottle?

This is a yuzu and plum liqueur that I’ve bought before and enjoy. I bought this one recently to gift to a friend, but only saw the scum/residue inside the neck of the bottle afterward purchasing. Does anyone know what this is and if it will affect the flavour/texture of the drink? I don’t recall seeing it in the last bottle I got.
