United States issued ID??

I’m a cashier at a gas station and my job (sister store) recently got hit with an underage girl with a Mexico ID to purchase beer. Now we’re being enforced to scan EVERYONES UNITED STATES ISSUED ID. I just want some context on if this is proper protocol. We have a vast minority clientele and I feel as if I’m discriminating when I can’t accept and out of the country ID.
