Is 15% ABV too much for a margarita?

So I was asked by my younger sibling (19) if I could by him a margarita with 15%ABV. It’s a 200ML bottle. He said he’s tried it before once, so I assume he doesn’t drink much. There’s also the question of me being responsible if anything happens to him. Thanks
