Is this safe to drink?

Previously my partner and I have bought bottles of moonshine like this with wayyy worse black on the lid and decided not to drink. We tried to return it to the store but they said they could do no refunds but notify the wholesaler. Few weeks later ended up with another molded bottle, decided to just throw it out and complain again. It’s been going great for weeks buying Ol’ Smokey instead but they didn’t have any in stock today and had to fall back to this and once again have mold for 3rd time. Am I wrong on it being mold? Is there a way I can get my money back if so? Is it safe to drink? Please just cue me on a few things as to why this could happen to these jars all the time
