Is a standard Gin & Tonic considered to be a cocktail?

I tried ordering a G£T under the 2for1 cocktail deal at my local pub. Wanted a quiet drink and a meal.

A few weeks ago, it worked fine – the owner served me two. Tonight, a staff member refused to serve me two as she explained that a gin & tonic is “not a cocktail”.

Thoughts?
