Can you tell a difference between 3.2% beer vs “full strength” version?

Doing some reading on 3.2% beer and hearing some anecdotes from my mom, remembering buying Bud Light in different places in different states and some being weaker/stronger than others – for example 3.2% beer sold in grocery stores in Minnesota but able to buy stronger at a liquor store. I know there are (or used to be) similar laws affecting Utah, Colorado, and Kansas…

I learned that 3.2% is actually alcohol by weight and equates to about 4.0% ABV. Regular Bud Light is 4.2% ABV. Surely that can’t really make much of a difference, right? Anybody have any personal experience living in areas with these liquor laws and can feel any difference? I’m not talking comparison with a 5.0%+ ABV or a stronger craft beer, just 3.2% (really 4.0% ABV) vs 4.2%.
