Alcohol Rebates – can the seller just ignore submissions?

I bought champagne by the case for a party and went with a brand that was running a rebate. The rebate was for $40/12 bottles so it’s significant.

It was an online application where you submit your info and supply a photo of your receipt of sale.

You can track progress on their site but it says it is unable to track the code they emailed me. I reached out to support but they do not respond.

The company is Cupcake.

Am I just out the money on this one? Seems like false advertising to me… I just don’t even know how to report that or what to do. Thinking about talking to the liquor store where I purchased but I’m sure they’ll say it’s not their problem.
