Is there a way to get alcohol below RRP in UK?

My understanding of UK alcohol sales is that according to an alcohol percentage there is a minimum RRP and it can never go below that.

I bought a Turkish brand (45%) for 25 pounds, which is perfectly reasonable.

A friend said, they may can get it for much cheaper? How is it even possible? Black Sale?
