Alcohol Laws in US?

My younger sister is an exchange student in America, and I was hoping that she could buy the Ms Better’s Bitters Miraculous Foamer (To use instead of eggs in cocktails) for me and bring it back to Norway. Is that illegal? She will be 18 by the time shve leaves, and the product contains 40% alcohol. What are the laws? Will they take it from her at the airport?
