Question: Should I pre-fill a decanter with tequila before putting it in the gift basket for a raffle?

So I’m running a raffle and one of our gift baskets has tequila, a set of four skull shot shot glasses, a hocus pocus tasting board, a lime, salt, a skull decanter, and a bottle of mid range tequila. I’m wondering if I can open the tequila and pour it into the decanter before placing it in the basket? Or is that weird? Would it potentially scare buyers away since it’s not in its original package? (If there’s any laws please also make me aware of them lol) thank y’all!
