Can Someone Explain % ABV?

I started drinking cans and bottles of mixed drinks, but this is my first time getting something that’s higher than a 23 oz can of 14% alcohol content. Can someone explain to me why half of a proof is the percentage? And how to know what amount will get me buzzed and or drunk?
